- After talking with several people in town, it should become clear that the only way into the upper levels of the Jade Tower is to enter the Helios Sewers from the Helios Department Store’s basement.

Once the player has acquired the ability to dive, they may access the Black Market from Helios City by diving down into the pond in the western part of the city .

Jade Tower
